Jessica L. Kemmerer is a seasoned government affairs, grassroots, and political consultant with over a decade of experience. She is known for her work in advocacy, strategic political management, and organizational leadership. With an exceptional grasp of Pennsylvania politics and a keen strategic vision, Jess is a trusted advisor to clients navigating the complexities of state and local government relations.

Jess began her career in 2012 as a Constituent Advocate in the office of U.S. Senator Pat Toomey. She later managed Congressman Charlie Dent’s campaign, playing a pivotal role in his successful re-election efforts.

She has built strong relationships with members and staff of the Pennsylvania General Assembly, officials in Commonwealth agencies, and county commissioners and municipal leaders statewide. Her expertise also encompasses grant procurement and management, where she identifies and secures essential funding opportunities while ensuring compliance and implementation for her clients.


Jess’s strategic outreach is designed to navigate complex governmental processes and build coalitions at all levels of government to effectively advance her clients' priorities. She is passionate about organizational leadership and collaborative engagement.

Jess holds a Master of Public Administration from Penn State University and a Bachelor of Arts in Political Science from Kutztown University.
