Brittney Baker Shurr, Government Affairs Specialist of McNees Government Relations, a public policy and public affairs firm in Harrisburg, PA

Brittney has worked throughout the Commonwealth, with local government officials, state legislators, and public agencies to advance public policy objectives and build grassroots support. Her bipartisan relationships span both chambers of the Pennsylvania General Assembly, municipal leadership in communities large and small, and influential voices in the private and nonprofit sectors. She is known for her ability to bridge political division and build coalitions, negotiate policy compromises, and advance priorities through legislative and regulatory processes.  

 

Most recently, Brittney served as Director of Government Affairs and Public Policy for the Greater Philadelphia Association of REALTORS® (GPAR), engaging directly with members of Philadelphia City Council, mayoral administration and the state legislature on a wide range of policy issues including tax reform, community and economic development, zoning and land use regulation, permitting and development policy, energy and building safety codes, landlord-tenant legislation, and other concerns critical to stakeholders in the built environment.  

 

Her previous roles include Association Executive for the Reading-Berks Association of REALTORS® and Political Field Representative for South Central PA at the Pennsylvania Association of REALTORS®, overseeing PAC fundraising and disbursements, local legislative and political engagement strategies for five local chapters, covering 11 counties. She began her career in the Office of Governor Tom Corbett, where she worked on executive branch initiatives in energy, infrastructure, health care and education. 

 

Brittney holds a bachelor’s degree in political science from Kutztown University of Pennsylvania. She was recognized in the Lehigh Valley Business Power List for Construction & Real Estate (2021, 2022) and was named to the Lehigh Valley Business 2025 Power List for Lawyers and Lobbyists. A lifelong Pennsylvanian, Brittney resides in Berks County, with her husband and two daughters.
